Well for a starter I don't think web hosting is actually a high profit business. In fact most hosts are in the red the first few months or even the first year. To make it profitable takes hard work, great marketing sense, money to invest in advertisement and more importantly, time.

You can opt for a VPS or a Dedicated server from any hosting provider and resell it further into small packages.
